In order to disable it, you need to find it under the Steam-Bin-CEF-CEF.Win7x64. In case you are on Windows 7, the folder is found in WinXP under Windows 7 Folder.

  • Right Click it and go to the properties
  • Then go to Security Tab
  • Edit the System
  • Under User (yourself), click on Full Control to deny that
  • Exit
  • Relaunch Steam
