The Vigilante DMZ is actually a mission in which you have to find and identify Bounty Targets. This Bounty System has been around in DMZ since Season 4 Reloaded.
Here, when a player engages in a large amount of PvP, the system will place a bounty on their heads that is visible in the maps to everyone.
In the Vigilante Tier 4 DMZ Mission, the game will ask you to collect two bounties.

The Vigilante Mission is all about the two bounties. If you found the bounty, you are good to go. But how can you find them? The mission is heavily RNG-based and will not appear on the map all the time.
It depends mostly on the other operators being successful in PvP constantly. You need to open the map constantly and you will find an Orange Circle on the map.
It is either an operator, squad, or platoon that you can find in the Red/Orange circle. There is going to be someone with a bounty on either a person or a whole squad.
So, this is not constant and neither too often. It is a rare occasion that depends mainly on the players doing well in the RNG. If they did well, the bounty would be placed on their head.
