The Ultrahand Ability is unlocked through the storyline, when you reach the Ukouh Shrine. But, after that, in order to Use Ultrahand Ability in Zelda Tears of the Kingdom, you will have to use the L (Left Finger Button above Trigger) to open the Ability Menu and from there select Ultrahand.
Using the Ultrahand, you can just Grab things around with your Right Hand (Levitate) and join them together.
